Solutions for 45 degree roadside hill

This hill faces the road and has some English ivy but not enough cover to prevent weeds from completely taking over. Trying to offer a permanent solution to home owner without retaining walls that needs minimal maintenance.

Possibly ripping out all weeds and planting more ivy or killing everything and mulching with some type of netting to hold in place.

Any ideas?
