Engine turns over but won’t start

I have a Hustler Super Z, Kawasaki 25hp, FH721V. The engine cranks over slow but won’t start. if I add a jump with a fast starter it’ll turn over and start right away.
Thinking it could be starter, thought I’d check with y’all before I throw that kinda money at it.
